Words you may need to know
Disabled - describes somebody with a condition that makes it difficult to perform some or all of the basic tasks of daily life
Social Worker - someone working with people in need of social services.
Social Services - are a range of public services provided by government, private, and non-profit organisations. They might include benefits and facilities such as education, food subsidies, health care, and subsidised housing provided by government to improve the life and living conditions of children, disabled, the elderly, and the poor in the community.
Counselling - help with personal problems usually given by a professional
Access - a means of entering or getting to a place
Incapacitated - injured or harmed, laid up or out of action
Unisex - suitable for men or women
Partially sighted - does not have complete sight. There is loss of vision to some extent
Impaired - absent or lessened either temporary or permanent
Interchangeable - identical, the same
The Loop System - A hearing loop (sometimes called an audio induction loop) is a special type of sound system for use by people with hearing aids. The hearing loop provides a magnetic, wireless signal that is picked up by the hearing aid when it is set to the ‘T’ (Telecoil) setting
Audiology - the scientific study of hearing, especially for diagnosing and treating hearing loss
Rehabilitation - to help someone return to normal life by giving training or therapy

Access in public buildings
From January 1997 all new buildings used by the public have to have easy access for the disabled and incapacitated under the Public Health Controls of Buildings Law.

Planning / Building
There must be wheelchair access in the main entrance of new public buildings such as schools, hotels, theatres, cinemas and shops. Disabled toilets must be unisex units so that partners may help without the embarrassment of being in a toilet for the opposite sex.
For the partially sighted, there must be a surface 'readable' by touch pointing out the presence of stairs, and Braille or other control buttons must be present in lifts.
For those with impaired hearing, loops sound systems must be included in the plans.
The law not only applies to new buildings used by the public, but also to ground-floor extensions to existing ones.
Disabled toilet facilities
RADAR keys for public disabled toilet facilities which are kept locked to avoid being damaged and to make sure better facilities are provided.
RADAR keys are standard large keys which are interchangeable with those used on the UK mainland. They are available from the Town Hall, Shopmobility in the lower ground floor of the Sand Street Car Park and Visitor Services Centre at Jersey Tourism on payment of a £5 deposit.

Electrical pedal cycles and wheelchairs are not treated as motor vehicles under the Road Traffic Regulations and Policing of Parks (Jersey) Regulations.

Blue parking schemes for disabled drivers/passengers
These badges allows disabled drivers and drivers with disabled passengers to park in special areas, such as on-street parking zones and in multi-story car parks. This badge does not allow disabled drivers or drivers of disabled passengers to park on yellow lines. UK and European blue badge schemes can be used in Jersey. Applications for a badge should be made to the Town Hall. It is essential to use a time clock, either the blue one issued with Blue Badges in Jersey, England and Wales or a normal yellow one which can be purchased at the Town Hall or Parking Control in the Sand Street car park.

The Hearing Resource Centre is situated at Overdale Hospital, Westmount. It is a 'one stop shop' for those who suffer from hearing loss (and their families). You don't need to be referred by your GP or a Consultant.
There is a full-time social worker for the deaf who can be contacted by telephoning 443094 or faxing 443095, text-phone is 443037.
Free service. Hearing tests - 'drop in', no appointment necessary. Wednesday 9am - 10am or first Saturday of month 9am - 12 noon.
Lip-reading classes are run and you can be referred through the Audiology Department at the General Hospital. Telephone 442551.
Audiology clinics. GP can refer for hearing aids which will be provided free of charge.
